Government policies
The state was very little concerned with the white or aboriginal populations living in the Lac-Saint-Jean region at the beginning of the exploitation of the forests. For its part, the provincial government, via the ministries concerned, and without real understanding accorded the forestry concessions requested by the wood cutting companies, and was content to receive the revenues from leases, taxes and royalties from the land and its resources. More recently, these agreements are called Forestry Development and Supply Contracts (FDSC).
